16INTERACTION IN BRASILIAABCR counts on a working group in Brasilia, responsible for all the communication with the Union - TCU, Congress, ministries, agencies etc., that are in the federal capital, about the topics of interest of the sector. The objectives include monitoring the public discussion forums, gathering information, proposing solutions and improvements to ensure the smooth running of the concessions program in all its intricacies - contracts, regulations, licensing and rules, among others. It is an important channel of relations, which in 2016 had an essential role in a period of change and discussions of topics relevant to the sector.MP OF THE CONCESSIONSThe publication of Provisional Measure 752/16 at the end of 2016 establishes general guidelines for the extension and re-bidding of the contracts de ned under the Investment Partnerships Program (PPI), created by the federal government in 2016, to strengthen the coordination of Investment in infrastructure through partnerships with the private sector in the road, rail and airport sectors of the federal public administration.The assessment of ABCR, which has been assertive throughout the debate in 2016, is that the text does not fully equate points that affect the balance of contracts and cause dif culties in obtaining investments for concession highways’ works, especially with respect to contracts signed after 2013. The main point of questioning is the withdrawal of Article 24 of the  nal wording.The suppressed article would contribute to a solution for the problems that made investments of R$12 billion unviable, which would be destined to dual carriageway works and maintenance works of the concessions highways of the 3rd bidding stage, of the Federal Concessions Program. As a result, the works are paralyzed in about 5 thousand kilometres of highways - extensions that today represents half of all the federal concessions. It is worth noting that road transport accounts for 65% of freight traf c - which is essential for the carrying of crops - and 80% of the number of passengers in the country. On the other hand, ABCR maintains a willingness to promote dialogue with federal authorities and contribute to the resumption of works, contracting and new investments, necessary to give new impetus to the country’s economy.ABCR IN THE MEDIAWith an intense agenda in 2016, ABCR reinforced its role as a reference for demands on the concessions sector, especially in relation to the press - as a source of material, in interviews with executives of the organization and in the provision of services to provide information about the sector. As a result, ABCR expanded its presence in the media in 2016, in more than 2.100 articles, an average of 177 texts per month, in the most representative and relevant communication vehicles in the country. The topics that most drew the attention of the press were the ABCR index, contracts signed after 2013, the MP of the concessions and the arrival of the new C.E.O.
