ABCR INDEX: THERMOMETER FOR THE ECONOMYThe ABCR Index, which measures the  ow of vehicles on highways conceded to the private sector, dropped by 3.6% in 2016 compared to 2015. On the same basis of comparison, light vehicle traf c dropped by 2.8% and heavy vehicles by 6%. The indicator is produced by ABCR together with “Tendências Consultoria Integrada” and is a reference for the press, banks and various other sectors, in order to understand the re ections of the Brazilian economy to reality. The lower amounts of light vehicle  ow throughout 2016, for example, are associated with rising unemployment; And the lower amounts of heavy vehicles are linked to the fall in industrial activity in the period. The consultancy projects a scenario of moderate recovery in economic activity and the labor market, although, at a slow pace, which should promote a slight improvement in the performance of  ow throughout 2017.ABCR: 20 YEARS WORKING FOR BRAZILThe Brazilian Association of Highway Concessionaires (ABCR) was born in São Paulo in1996 as the entity that represents the road concession sector in Brazil. With headquarters inSão Paulo (SP) and Regional Of ces in Brasília (DF) and Curitiba (PR), ABCR has contributedin a relevant way to the institutionalization of the sector in the country, because it believesin the ef ciency of the concession model, based on pillars, such as; transparency, planning, 17 encouragement of more balanced public policies and adequate mechanisms for regulationand control. ABCR also holds, every two years, the ABCR and Brasvias Congress, to foster debate about strategic issues of the sector and present innovations in technology, safety and engineering for highways. The next one will take place in 2017.MISSION OF SECTOR AND OBJECTIVES OF ABCR MISSION OF SECTOR Provide highways with adequate safety,  uidity andcomfort for users and the out ow of national production.OBJECTIVES OF ABCRDefend the interests of associates ina way which is compatible with the national interest.Promote harmony of relations between associates and public authorities.Encourage and collaborate for technological advancement and operations of associates.Provide guidance to associates on the interpretation of legal issues and taxation.Promote exchanges, with foreign business associations, with similar objectives and with public agencies of  nancing, national and international.Establish coordinated actions with otherentities of class, mainly concessionaires of public services, for the consolidation of common business objectives.
